United best-in-class solutions

PCS has acquired Camascope in a deal that brings together best-in-class medication management and digital care solutions, connecting medication data to the full picture of a person's care. This helps providers deliver safer, smarter and more connected medication management across UK social care.

Medication management is one of the most critical and riskiest workflows in social care. The CQC has cited research estimating that 237 million medication errors occur in England every year across health and adult social care. Missed doses and incorrect administration put people at risk and add pressure to already-stretched care providers.

Medication intelligence for safer, more connected care

By joining a person's medication administration record to the rest of their care notes such as hydration, falls and activities, care medication can be understood in the full context of a person's care. That's the difference Camascope and PCS will make together: medication understood in the full context of a person's care so teams can spend less time piecing systems together and more time caring for people.

As social care continues to digitise, Person Centred Software is ushering in a new stage of care intelligence: using data from the care record to give providers insight, benchmarking and evidence they can act on. Now, by connecting Camascope's medication data to the wider care record, PCS extends this into medication intelligence, moving beyond a record of administration towards smarter insights that guide safer, more connected care.

Kehan Zhou, our new CEO with a track record in data, AI and care

Kehan Zhou

Kehan Zhou has been appointed Group CEO of PCS, Camascope and Clearcare.
 
Born in a village in Inner Mongolia with no paved roads, Kehan taught himself English from TV and podcasts, applied to 40 US universities and won two full scholarships.

His career since has taken him from building a computer vision technology company in the US to Group CEO of the PCS Group, which includes Clearcare, specialists in children's care software.
 
Having built and scaled AI and data businesses, Kehan joined Camascope as CEO in 2023. Under his leadership the company grew from supporting around 14,000 care residents to more than 85,000 and was ranked 248th in the Financial Times FT 1000 list of Europe's fastest-growing companies in 2026.

Kehan believes those building technology must stay close to the people who use it. To understand the realities facing care providers, he has spent time living as a care home resident and has worked night shifts alongside the teams who rely on the software day in, day out. Kehan’s user-first philosophy, grounded in his expertise in AI, data and social care, is what will shape PCS's next chapter: becoming a connected care intelligence platform that brings stronger data, analytics and AI across social care.

The sector opportunity

The UK has 465,000 registered care home beds and demand is rising faster than the workforce can grow to meet it. With demand outpacing the workforce, the opportunity lies in making better use of what the sector already has: its data. Yet that data has historically sat in silos, with medication managed separately from the wider care record, so it can't give carers time back or help them act sooner. PCS is building the connected infrastructure that changes that: a care operating system bringing together care delivery, medication management, staffing and training, and resident and family experience in one platform.

 

What comes next

UK social care is facing a generational challenge. Demand for care is rising faster than the workforce available to deliver it, while the value of what care teams deliver is too often under-recognised or misunderstood: by families weighing care options, by local authorities setting fees, and by the wider health system that depends on social care to function effectively.
 
PCS believes the answer isn't simply more software that doesn't talk to each other. The sector needs technology that works as one. What does this mean for me as a PCS customer?

For now, your day-to-day experience with PCS won’t change. Your service continues as it does today, with the same software, people and support.

What changes is behind the scenes: we’re bringing together two experienced teams and deep medication expertise, which gives us more capacity to invest, improve our solutions faster and be an even stronger long-term partner for care providers.

If you currently pay a fee to integrate Camascope with PCS mCare, this fee will no longer apply.

Will my current PCS services change?

For now, your PCS software and support remain as they are. We’re not switching software off or switching you to a different system. PCS and Camascope each offer strong solutions and we’re committed to maintaining and building on the best of both.

Does this affect my PCS care management system (mCare) or other PCS solutions?

No - mCare and our other solutions continue as they are. The longer-term direction is to bring our products solutions together into one integrated platform, but nothing about our solutions changes today.

Will my service, support or account team change?

No, your team stays the same. You’ll continue to be in touch with the same PCS people who understand your organisation, challenges and goals. When we make changes in future, these will be to improve your experience, not disrupt it.

We’re Camascope customers – what’s happening with our Camascope service?

If you’re a Camascope customer, your service won’t be disrupted. If you currently pay a fee to integrate Camascope with PCS mCare, these fees will no longer apply. You’ll hear from the Camascope team soon.

Does this affect my contract or pricing?

No, your PCS contract stands exactly as agreed. If you currently pay a fee to integrate Camascope with PCS mCare, this fee will no longer apply. There are no other changes to pricing, terms or commitments as a result of Camascope joining PCS.

Will data, security or compliance arrangements change as a result of Camascope joining PCS?

No - existing data protection, hosting and compliance arrangements continue unchanged. Your data remains secure and governed exactly as it is today. Any future developments will meet the same high standards you expect from PCS.

What benefits will I see over time?

Over time, you can expect:

Why did PCS acquire Camascope?

At PCS, we lead in care intelligence: turning data from care records into insights, benchmarking and evidence you can act on. Now, with Camascope's medication data, we’ll extend care intelligence into medication intelligence. This means moving beyond a record of meds administered to smarter insights to help guide your teams to provide safer and more connected care.

Bringing together PCS and Camascope deepens the medication data in a person’s wider care record, giving teams a more complete view of each person’s care. In practice, this means less time spent on checking different systems and more time on meaningful moments of face to face care.

Will the ATLAS roadmap be affected?

Camascope joining PCS strengthens the ATLAS roadmap. Together, we increase our capacity to invest in product development and clinical expertise, which benefits all our eMAR customers.

Will PCS still sell ATLAS?

No, from June 2026, we no longer sell ATLAS. If you’re considering buying a medication management (eMAR) solution or switching from your current provider to PCS, the solution we now offer is Camascope.

Will you switch my home from ATLAS to Camascope? Or vice versa?

Today, nothing changes. Both ATLAS and Camascope continue with full support.

Over time, ATLAS and Camascope will move towards using the same technology platform, bringing together the best of both. It isn’t a case of replacing one with the other.

Importantly, all work will be phased to protect clinical safety. We can’t yet put dates or deadlines on our plans but nothing will change without appropriate notice. If data migration is required in future, it will happen only with your full involvement.

We use ATLAS on Zebra devices. Will we need new devices?

Today, nothing changes. Both ATLAS and Camascope continue with full support – and that means you’ll continue to use your existing devices. Nothing will change without appropriate notice and your full involvement.

How will you decide what to improve or invest in next?

For PCS and Camascope, our starting point has always been what customers need. That won’t change. We make decisions about product innovation and investment guided by feedback from our customers, frontline care challenges and regulatory requirements. The combined expertise of PCS and Camascope will helps us make even better informed decisions.

Will PCS focus less on what my organisation needs as you integrate Camascope?

No – our focus is unchanged. Both PCS and Camascope make decisions based on what’s best for customers. In fact, with Camascope, we increase our capacity to invest in product development, customer support and innovation – all with the aim of making sure that you see more benefit from the services you’re already using, with your team growing in confidence and gaining even more time back.

What does this mean for PCS leadership?

Camascope’s CEO Kehan Zhou will become CEO of the PCS Group, bringing deep sector expertise and a strong understanding of care technology. We’re also supported in our next phase by new Group Chair, Jeff Surges of Brighton Park Capital. Jeff replaces Steve Rowley who stepped down in May 2026. Will you change your company name? Will you keep the Camascope branding?

We are PCS - Camascope is joining the PCS group which also includes Clearcare. The spirit is ‘one team’, one business building on all our strengths.

Camascope has built trust, loyalty and recognition and we aim to carry this into our combined business. Our PCS brand will evolve - we’re preparing to reveal exciting updates this autumn.

I heard rumours about this – why didn't you announce it sooner?

For legal and commercial reasons, we weren’t able to inform you before now. Deals like this have to be under embargo until they’re signed and all parties are ready to share the news. Staff at both companies were the first to know and after our staff briefings, we’re informing our customers, partners and the media.
